Todd Michael Vriesenga, 25, was arraigned on murder and manslaughter charges in the Saturday-night shooting of Adam Provencal, 17, a Grand Haven High School soccer and wrestling star who died Sunday. Police would not disclose details of the shooting. But a friend of Mr. Provencal's, Mike Van Tubergen, said they had stopped to watch some friends trim a house with toilet paper, a common Halloween prank. When the homeowner took down Mr. Provencal's license number, Mr. Provencal walked up to the door to resolve the affair, said Mr. Van Tubergen's father, Keith. A shot was fired through the closed front door of the house. Mr. Provencal's father, Jack, is the school's assistant principal and his stepmother is a teacher. S=NEW STORY 11 traffic deaths laid to snowstorm MINNEAPOLIS - Heavy wet snow hit parts of Minnesota and Wisconsin yesterday, causing at least 11 traffic deaths and numerous injuries in the two states, police said. The storm began as sleet and turned to snow, covering the Minneapolis-St. Paul area with about 7 inches. Power outages were reported across the region. It was one year ago on Halloween weekend that the Minneapolis area was socked with 36 inches of snow over a two-day period. Road crews were prepared for this year's pre-winter onslaught, which many residents rated as a mere nuisance compared with what happened a year ago.
