SANTA ANA, Calif. - Rodney King has had his driver's license reinstated by the state Department of Motor Vehicles. "I am happy, very happy. It will be a thrill for me to drive again," said King, 27, the black motorist whose March 1991 beating by Los Angeles Police Department officers was videotaped by an amateur cameraman. Monday's ruling by the Motor Vehicle Department followed King's arrest on July 16 for investigation of drunken driving. King testified that he had consumed fewer than two beers that night before leaving a restaurant in Orange. The ruling, by Motor Vehicle Deparment hearing officer Kathleen Anderson, was based on three days of testimony by about 10 witnesses who rebutted the California Highway Patrol's version of the arrest.
