Slain was Joseph Deering, 35, a Jehovah's Witness. His wife, Deborah Lynn Deering, 37, was shot in the hip during the attack Monday night in Thika, 20 miles north of Nairobi, said embassy spokesman T.J. Dowling. Mr. Deering rushed from the church to his wife's aid when he heard her screaming outside, said Don Adams, superintendent of missionaries at Jehovah's Witness headquarters in New York. Three men who had followed Mrs. Deering during a walk in the neighborhood had suddenly grabbed her purse, then shot her in the hip when she resisted, said Mr. Adams. Mr. Deering was shot in the stomach as he rushed to help her. The couple had been in Nairobi eight years. The church says it has 6,300 active members in Nairobi. S=NEW STORY Cubans to vote in one-party polls HAVANA - Cuba's ruling Council of State appointed a National Electoral Commission yesterday to supervise national one-party elections starting Dec. 20 with elections for municipal assemblies. The new electoral process, approved by Cuba's National Assembly Thursday, will culminate early in 1993 in direct, parliamentary elections, the first held in 30 years of communist rule. The new electoral legislation introduced direct, secret voting to appoint the parliament and provincial assemblies, replacing the previous indirect election system. S=NEW STORY Rabin tells settlers he will cede some land ORTAL, Golan Heights - Prime Minister Yitzhak Rabin told restive Jewish settlers in the occupied Golan Heights yesterday that Israel must return some land to Syria to secure a peace treaty. Several hundred protesters opposed to any withdrawal stood outside Kibbutz Ortal as Mr. Rabin told those inside that Israel must pursue the current Middle East peace talks in Washington. "We have two choices - to live by the sword or to try to achieve peace," Mr. Rabin said. "Is it possible to achieve peace with all of the Golan? In my opinion, no." Mr. Rabin emphasized he did not want a complete withdrawal from the strategic plateau that Israel captured from Syria in 1967. S=NEW STORY France proposes five-power test ban PARIS - France proposed yesterday that the world's five major nuclear powers hold talks on halting nuclear warhead tests, in an expansion of moratoriums being observed by France, the United States and Russia. Foreign Minister Roland Dumas said the United States, Russia, China, Britain and France should "engage next in a common reflection on the question of nuclear tests." Russian President Boris Yeltsin called last month on Britain and China to join in the moratorium. Britain said it would continue nuclear tests, and China did not comment. S=NEW STORY Kenyan multiparty vote set for early December NAIROBI, Kenya - Kenya will hold its first multiparty elections in 26 years on Dec. 7, Kenyan television reported yesterday. The television, monitored by the British Broadcasting Corp., said the head of the Kenyan electoral commission had announced the election date. The decision ends weeks of speculation and teasing hints by President Daniel arap Moi. He has said often the polls will be "very soon" and election fever has gripped the nation during weeks of often violent campaigning. S=NEW STORY Pyongyang kills talks over Seoul-U.S. exercise SEOUL - Communist North Korea yesterday rejected South Korean proposals for talks on establishing a military hot line and arranging exchange visits by war-divided families, a Seoul spokesman said. The spokesman for the South-North Dialogue Office said North Korea in two telephone messages refused to accept the South's schedule for talks until Seoul canceled war games next year with American troops. Seoul and Washington last month announced the 1993 Team Spirit exercise will go on. The 1992 exercise was canceled after the two Koreas signed a nonaggression pact. S=NEW STORY British man arrested in plutonium scam BONN - Police have arrested a British man in the German town of Flensburg on the Danish border on suspicion of plutonium smuggling, a prosecutor said yesterday. Prosecutor Thomas Thamm said the 51-year-old Briton was suspected of breaking weapons laws after German and British newspapers reported he had given another British man 0.1 ounce of plutonium in a hotel in Hamburg. In line with German practice, the arrested man was not named. The newspaper Bild said the meeting was part of a deal to sell a total of 176.4 pounds of plutonium worth $76.5 million to Iraq in a deal to be secured in Bulgaria. A statement by the Lower Saxony state Interior Ministry said the protesters sent a fax to authorities saying they planned to demonstrate. The fax arrived too late, and the planes already had started their exercise, the statement said. S=NEW STORY 'Foreign devil chicken' sickens Chinese diners BEIJING - At least 31 Chinese developed food poisoning after lunching on "foreign devil chicken legs" from a fast-food restaurant, according to an official newspaper. Three government work units in the northern port of Tianjin bought the restaurant's boxed chicken lunches Oct. 22 and 23 employees sought medical help soon after, the Jin Wan Bao newspaper said in an edition seen here Monday. "Foreign devil," a traditional Chinese epithet for foreigners, was the restaurant's name for its special chicken recipe.
