Arkansas Lt. Gov. Jim Guy Tucker believes the state constitution makes him governor. Attorney General Winston Bryant, who also wants the post, says a different part of the constitution says a special election may be necessary because Mr. Clinton has more than one year left in his four-year term. Pulaski County Circuit Judge John B. Plegge said he will rule tomorrow. If he calls for a special election, time will be short. The constitution requires a special election be held no earlier than 60 days after it is called. Mr. Gore's Senate seat would be filled by an appointee of Democratic Gov. Ned McWherter, who said he has not ruled out anybody but himself. Mr. McWherter said he probably will wait until after the Electoral College meets Dec. 14.
