Barry Goldwater, who lost a presidential campaign to Lyndon Johnson in 1964, was quoted yesterday as saying President Bush "ran the worst campaign I have ever witnessed." Mr. Goldwater, 83, a longtime Republican senator from Arizona, said in an interview published in the Arizona Republic newspaper that Mr. Bush's biggest mistake "was his failure to start campaigning when he first realized that he was slipping." Mr. Goldwater praised President-elect Bill Clinton, saying he ran "intelligently and hard," and that "Clinton's going to do all right" as president. He said the president knew his popularity was starting to wane within a month or two after the Persian Gulf war ended in March 1991. "Then he took a nose dive, and he paid no attention to it," Mr. Goldwater said. Mr. Goldwater also blamed Mr. Bush's White House advisers, who, he said, "knew absolutely nothing about politics."
