Richard Allen Jackson, who was found guilty by a Circuit Court jury in July, was arrested 16 times as a juvenile and 26 times as an adult and has been in prisons in Indiana and Kansas, Assistant State's Attorney Thomas Tamm said. "This probably was one of the most repulsive and heinous cases it has been my misfortune to preside over. . . . I'm horrified by what happened in this case," Circuit Judge Paul McGuckian said. Jackson said: "I'm very sorrowful about this case. It's not my nature to hurt people." The victim, who is now in college, testified that a well-dressed man with a butcher's knife attacked her while she worked alone in a school office the afternoon of Nov. 13, 1991. She said he forced her to undress and sexually assaulted her on an office printer. The incident resulted in tighter security throughout the Montgomery County school system. S=NEW STORY Man charged in killing over $61 debt A Prince George's County grand jury yesterday indicted a District Heights youth for the murder of a man he allegedly shot during an argument about $61. Darrell Tyrone Knight, 18, was charged with murder and with using a handgun to commit a felony. The charges stem from the Oct. 9 shooting death of William Alphonso Smith. District Court papers indicate that Mr. Smith was standing in the 700 block of Landover Road about 11 p.m. when he began to argue with several men. One of the men pulled out a gun and shot Mr. Smith in the head and body. He died at Prince George's Hospital Center. Witnesses later identified Mr. Knight as the trigger man and said the argument was over a $61 debt. The court records say Mr. Knight admitted his involvement in the incident. S=NEW STORY Parole possible for S&L scandal figure Jeffrey Levitt, who was the center of Maryland's savings and loan scandal in 1985, met with a parole board officer yesterday, the first step toward a possible parole. Levitt, former president of Old Court Savings and Loan Association, was sentenced in 1986 to 30 years in prison for the theft of more than $14 million from depositors. This is the first time he has been eligible for parole. Maryland Parole Commission Chairman Paul Davis said the meeting was the first step toward considering parole, but it is likely to be several weeks before a final decision is made.
