Mr. Yeltsin will address both houses of Parliament tomorrow, an invitation former Soviet President Mikhail Gorbachev never received. Eight leaders from Western allies of Britain have received similar invitations in the past 25 years. Mr. Yeltsin's schedule includes talks with Prime Minister John Major today, a government banquet at the Royal Naval College in Greenwich and lunch tomorrow with Queen Elizabeth II at Buckingham Palace.
