Raymond W. Kelly made the promise when he was sworn in as the city's 37th police commissioner. He said he was prepared to fight crime, build morale among the department's 29,000 uniformed men and women and deal with rifts. Mr. Kelly, 50, a 29-year department veteran, cited the city's new community policing program, saying he helped put more foot patrols on the street as first deputy commissioner. Mayor David Dinkins said one of Mr. Kelly's tasks will be to help people realize "the vast majority of good, decent police officers and the vast majority of good, decent people in our neighborhoods are on the same side of the same battle." S=NEW STORY European pine beetles damage U.S. forests ERIE, Pa. - Damaging European pine beetles infesting forests in the Great Lakes region have spread across three western Pennsylvania counties, officials said yesterday. They also have been found in Ohio and New York. Pine beetles burrow into pine shoots and ultimately can destroy large stands of trees, said Dale Stehr, chief of the Agriculture Department's Regional Programs Division. Domestic pine beetles have caused widespread damage to forests in the South and West. Clear-cutting vast expanses of wilderness is the only method available to combat severe pine beetle infestations. The European beetle - believed to have spread throughout the Great Lakes region on pallets and crates from overseas - was discovered in the United States in July. It has been found in 14 counties in Ohio and two in New York. Pennsylvania imposed a quarantine for Erie, Crawford and Lawrence counties, Mr. Stehr said.
