"Ukraine already gave Russia all its tactical nuclear weapons, but so far we have absolutely no reimbursement. We cannot go further along this road," Mr. Kravchuk said. Ukraine will hang on to its 1,000-plus strategic nuclear warheads until those conditions are met, he said at a news conference. START, the Strategic Arms Reduction Treaty, was approved by the U.S. Senate in October and the Russian legislature last week. Four former Soviet republics - Russia, Ukraine, Belarus and Kazakhstan - have long-range nuclear missiles. Under START, Russia is to be the only one left with them. Kazakhstan ratified the treaty in July, and Belarus has signaled its readiness to do so. But Ukraine has shown increasing reluctance to give up its 176 long-range missiles.
