LITTLE ROCK, Ark. (AP) - Bill Clinton's state pension could nearly double if he hangs on to the Arkansas governor's office until Jan. 2. Mr. Clinton, who has been governor for 12 years, told reporters yesterday that he planned to resign as governor by Jan. 1 but gave no specific date. He said he still had a lot of work to do with Lt. Gov. Jim Guy Tucker to allow for a smooth transition. Under a formula that factors in his $35,000 salary, he would be eligible for about $19,500 a year in governor's pension if he resigned now, according to estimates provided by the legislature's staff. But voters approved a ballot measure Nov. 3 that gives Arkansas' governor a raise from $35,000 to $60,000. It takes effect Jan. 1. If Mr. Clinton waits until then to resign, the $60,000 figure could be factored into the formula, boosting his pension to $33,480. "That has nothing to do with his decision," said spokeswoman Max Parker. "Money has nothing to do with his 12 years of service as the nation's lowest-paid governor, his years of public service or his campaign for president." Either way, Mr. Clinton, 46, probably won't be hurting for money in 20 years. He will get a hefty federal pension as an ex-president, and his wife, Hillary, is a prominent lawyer. Moreover, waiting until January could prove meaningless as far as the pension is concerned, because officials here say there is an outside chance a quirk in state retirement law will not allow elected officials to use their new salaries as factors in the pension formula.
