Each participant in the cleanup program, in which companies and nonprofit groups volunteer to keep sections of Arkansas Highway 65 litter-free, is entitled to a sign along its section proclaiming its stewardship. The Grand Knights of the Ku Klux Klan's tiny Arkansas chapter sued the Arkansas Transportation Department after it refused to allow it to enroll in the program. A U.S. District judge ruled last week that the state had curtailed the Klan's First Amendment rights to free expression by basing its decision solely on the group's political beliefs. The state Highway and Transportation Commission decided Tuesday not to appeal the ruling. S=NEW STORY Florida county lifts hurricane curfew MIAMI - The longest peacetime curfew in U.S. history will be lifted Monday in hurricane-ravaged Dade County. The county agreed Tuesday to rescind the 10 p.m.-to-5 a.m. curfew after a federal court challenge by residents who claimed police have used the restrictions to harass them on their way to work or coming home from church. The curfew was imposed 2 1/2 months ago after Hurricane Andrew. The lawsuit was filed Friday by three residents represented by the American Civil Liberties Union of Florida.
