"This is really not going to solve street prostitution. It's just going to push it into certain areas," said Laura Anderson, one of four persons at a City Hall rally Friday who identified themselves as current or former prostitutes. The handful of rally participants included some holding signs reading "U.S. Out of My Underwear" and "Be Nice to Prostitutes." But Assistant District Attorney Jerry Coleman said the policy, which would allow repeat offenders to promise to work in other neighborhoods in exchange for lighter sentences, will protect the rights of residents of poor neighborhoods now frequented by prostitutes. "What about the people living in these neighborhoods?" he asked. "Don't they have rights too?" People in the city's Tenderloin and Mission districts, where prostitution is rampant, are being held hostage by streetwalkers, said Warren Spare of the Downtown Vigilance Committee.
