Tice, from the University of Maryland, has been sidelined since Aug. 3, after tearing a tendon in his right shoulder during training camp in LaCrosse, Wis. He was placed on injured reserve Sept. 5 and resumed practicing three weeks ago. Whether he plays tomorrow against Tampa Bay or in any future games, Tice said he'll probably have to undergo postseason shoulder surgery. "Somewhere down the line, the doctors are going to have to go in there and see what's wrong with it," Tice said. "It would start out as an arthroscopic procedure to determine the extent of the damage, then they would decide if it can be repaired or whether more rest and rehabilitation is the way to go." Stowers, a free agent, signed with the Saints during training camp. He played in six games this year. GREEN ADDED TO ROSTER The Philadelphia Eagles have activated veteran wide receiver Roy Green from the practice squad. The team said Floyd Dixon was released to make room for Green. Green, a 14-year veteran from Henderson State, was placed on injured reserve Sept. 1 after suffering a left elbow injury during the preseason. He was placed on the practice squad on Oct. 21. In 1991, he played in 13 games, making 29 receptions for 364 yards. Dixon saw limited action in seven games this year, making three receptions for 36 yards. BILLS CHANGE CORNERS Buffalo cornerback Kirby Jackson will replace the struggling James Williams as starter when the Bills play the New England Patriots tomorrow. Williams has started all season but has made costly errors that prompted the Bills to go with Jackson, the Buffalo News reported, quoting unidentified team sources. In Monday night's game, Williams was penalized twice on a fourth-quarter scoring drive that gave the New York Jets a 20-17 lead. An interference call against Williams gave the Jets the ball on the Bills' one-yard line and set up the go-ahead touchdown. Buffalo rallied to win 24-20. The Bills would not confirm the change. The team's policy is not to release lineup changes until game day. "We've both been working as starters," Jackson said. THE 400 CLUB A Los Angeles Rams victory tomorrow against the Atlanta Falcons would make the Rams only the fifth club in NFL history to reach the 400-victory plateau, a list headed by the 578 victories for the Chicago Bears. Others over the 400 mark are the Green Bay Packers, the New York Giants and the Washington Redskins. The Rams may have to go after that mark without wide receiver Willie "Flipper" Anderson, the team's second-leading receiver with 14 catches for 283 yards and three touchdowns. Anderson bruised a bone in his right ankle in the game against the Giants last week. "I'm just playing it by ear," Anderson said. "I'm just trying to get as much rest on it as I can now." EMTMAN TO PLAY Indianapolis Colts rookie defensive end Steve Emtman, who was hospitalized Thursday for an infected elbow, practiced yesterday and is expected to be ready for full duty tomorrow against the San Diego Chargers. . . .
