The left tackle tore the medial collateral and anterior cruciate ligaments in his right knee in Sunday's 16-7 loss at Buffalo. Armstrong, who went to the last two Pro Bowls, was put on injured reserve Tuesday but hasn't been replaced on the roster. The Patriots re-signed guard Scott Bowles for the practice squad. Bowles, San Francisco's sixth-round draft pick in 1991, spent last season on IR and signed as a free agent with the Patriots last March. Starting quarterback Hugh Millen will miss his second straight game with a separated left shoulder and be replaced by Tommy Hodson. Starting defensive end Ray Agnew is doubtful with an elbow injury. ARIZONA OKS HOLIDAY Arizona voted Tuesday to create a Martin Luther King holiday following a low-key campaign to resolve the state's most divisive political issue. Defeat of two competing King holiday measures in the 1990 election cost an estimated $300 million in lost tourism dollars, and prompted the NFL to pull the 1993 Super Bowl from Sun Devil Stadium in Tempe. Super Bowl XXVII has been rescheduled for the Rose Bowl in Anaheim, Calif. NFL spokesman Greg Aiello said commissioner Paul Tagliabue considers today's vote an important step for the 1996 Super Bowl to played in Tempe. MARCUS ALLEN BENCHED The three-man tailback rotation for the Los Angeles Raiders will be reduced to two, coach Art Shell said. And the loser will be Marcus Allen, the club's career rushing and touchdown leader. Eric Dickerson, who ranks second behind Walter Payton on the NFL's career rushing list, has been the starting tailback for the Raiders but has shared time with Allen and Nick Bell through the season's first eight games. Dickerson has gained 347 yards on 95 carries, Bell has rushed for 172 yards on 30 carries and Allen 159 on 42 carries. ROBY ACTIVATED The Miami Dolphins, who needed a lift after two consecutive losses, got two when coach Don Shula activated punter Reggie Roby and safety Bobby Harden for Sunday's game against Indianapolis. The Dolphins waived replacement punter Joe Prokop and cornerback Stephen Braggs. Roby suffered torn cartilage in his left (non-kicking) knee on his first punt of the season. He missed seven games and said his knee is now 90 percent healthy. UNITAS JOINS THE CAUSE Hall of Fame member Johnny Unitas has joined a group headed by author Tom Clancy that's trying to bring an NFL expansion franchise to the city, the (Baltimore) Evening Sun reported. Clancy and his partner, movie and television producer Jim Robinson, met with Unitas on Tuesday and agreed about details of the planned operation. WEEKLY HONORS Erik Williams of the Dallas Cowboys earned a rare honor for a lineman when he was named the NFC's offensive player of the week. Minnesota's Jack Del Rio was named NFC defensive player. Ken O'Brien of the New York Jets was named AFC offensive player and Cincinnati's Alfred Williams earned defensive honors. Erik Williams, a second-year player, had a key role in the Cowboys' 20-10 win over Philadelphia on Sunday, blocking All-Pro Reggie White throughout the game and opening a huge hole for a 51-yard run by Emmitt Smith.
