"As everybody knows, we're changing quarterbacks, going back to Jay," Shell said. "Todd is disappointed, but Todd is also young and he'll learn from this. As I told him, 'People compare you to Ken Stabler, and Snake [Stabler] went through this.'" The Raiders (3-6), who've lost to Dallas 28-13 and Philadelphia 31-10 in their last two games, entertain the Seahawks (1-8) on Sunday. Shell said he doesn't believe Marinovich's confidence will be shaken by the demotion. Marinovich, in his second NFL season, replaced Schroeder as the starter after the second game. STOUFFER TO BE ACTIVATED The Seattle Seahawks, the worst offensive team in the NFL, will activate quarterback Kelly Stouffer from injured reserve this week and may start him Sunday against the Los Angeles Raiders. "He could start or he could be the No. 2 guy," Seahawks coach Tom Flores said. The Seahawks created a spot on their 47-man roster for Stouffer on Tuesday when they waived tight end Mike Jones. Third-string quarterback Stan Gelbaugh has started the past three games for the Seahawks, who at 1-8 are off to the worst start in franchise history. The Seahawks have lost six games in a row, including a 16-3 defeat by the defending Super Bowl champion Washington Redskins last Sunday in the Kingdome. DITKA SITS FOUR STARTERS Coach Mike Ditka shook up the Chicago Bears' lineup in an effort to motivate his players for Sunday's game at Tampa Bay and break their two-game losing streak. Second-year running back Darren Lewis will start in place of Neal Anderson. On defense, Richard Fain replaces Lemuel Stinson at cornerback; Ron Cox replaces John Roper at linebacker and David Tate replaces Mark Carrier at free safety. "The other guys will play," Ditka said. "They'll all play but these guys have earned the right to start." ROBBIE REPAIRS MADE A steel cable is being installed on the upper deck of Joe Robbie Stadium to replace the current glass panels after a section shattered last month and injured 19 fans, stadium officials said. The 3/8-inch-thick cable will run above the railing that rings the upper deck. It is expected to in place prior to Monday's game between the Miami Dolphins and Buffalo Bills.
