Holt was beaten several times in Sunday's 27-23 loss to the Rams, which dropped Dallas to an 8-2 record. Smith, an All-America from Texas A&M, played in the second quarter against the Rams, and Johnson feels he's acquired enough experience to be the starter. Holt is expected to play on nickel pass-defense packages. In another move, Johnson placed defensive end Tony Hill on injured reserve with a hamstring problem. BRISTER TO START Steelers coach Bill Cowher said that Neil O'Donnell will miss Sun day's game against Indianapolis with a pulled hamstring in his right leg, and Bubby Brister will start. Brister hadn't played all season until throwing a game-winning, one-yard touchdown pass to Tim Jorden in Sunday's 17-14 victory. Bubby is bubbling over his chance to play again, but Cowher said O'Donnell will return as the starting quarterback when he's healthy again - in all likelihood, in just a week. EXTRA POINTS The city says, and the Denver Broncos agree, that the NFL club owes $723,253.98 in rent on Mile High Stadium. But the Broncos say they want to negotiate a new deal that would include a share of concessions, parking and advertising. * The Tampa Bay Buccaneers, trying to expand their fan base, will play a preseason game with the Bills in Orlando, Fla., next year and are exploring a possible annual game with the Miami Dolphins there beginning in 1994. * Ida Frenzel, the 86-year-old fan who was challenging the NFL's TV blackout rule on home games, has died of a stroke. Frenzel, who was nearly blind, argued the rule banning telecasts of home games unless the stadium is sold out 72 hours before the game starts discriminates against the elderly, poor and disabled.
