  "Title Creep," from "Memorandum to the President-Elect" issued
yesterday by the Carnegie Endowment for International Peace:
TheWhite House has become a substantial bureaucracy that houses
(for the most part outside the physical confines of the White
House) a large number of people with fancy and often misleading
titles. Most do not report directly to, or in some cases even
know, the president. Yet they have acquired titles in recent
years that imply exactly the opposite.

 In the most recent available organization chart of the White
House, for example, in addition to a chief of staff, a deputy
chief of staff and the counsel to the president, 13 people now
carry the once rare title of "assistant to the president." There
are 20 "deputy assistants to the president" and 42 "special as-
sistants to the president." (Indeed, there are now nine "special
assistants to the president for national security affairs," a ti-
tle once reserved for a single senior presidential aide.)

 And this list does not include several other important parts of
the executive offices of the president, notably: the Office of
Management and Budget, the United States Trade Representative,
the Council of Economic Advisers, the Council on Environmental
Quality, the Office of National Drug Control Policy and the Of-
fice of Science and Technology Policy.  At least two of these or-
ganizations, the Office of Management and Budget and the U.S.
Trade Representative, are effectively Cabinet positions that have
been placed, for various historical reasons, within the executive
