COURT CALLS BUSH POLICY ILLEGAL: A federal appeals court ruled Wednesday that it is illegal to return boat people found at sea without a hearing. The decision was hailed by human rights advocates and lawyers for Haitian refugees. The 2nd U.S. Circuit Court of Appeals, in a two-to-one decision, declared illegal the Bush administration's May 24 policy of returning Haitian refugees at sea without hearing asylum pleas. TAILHOOK FILM WIDENS SCANDAL: Chiefs of the four armed services go to Congress Thursday amid revelations photographs exist that may document sexual harassment of a teen-ager at the 1991 Tailhook convention. Pentagon investigators have obtained film that reportedly shows aviators stripped a 17-year-old woman. Earlier reports said that a teen was among up to 36 women who said they were molested at the convention. E. GERMAN LEADER FACES JUSTICE: Former East German leader Erich Honecker returned from exile Wednesday to face trial in the deaths of hundreds fleeing his communist dictatorship. But a trial could be embarrassing for the government; in the past, it bought the release to the West of jailed Germans. Honecker was flown from Moscow to Berlin. He denies the charges. His regime collapsed in 1989; he fled Berlin in 1991. TRIPLECAST HAS 14 FREE HOURS: NBC is hoping to entice viewers to buy its poor-selling Triplecast coverage by offering cable subscribers 14 hours of it free. The three channels will show repeat segments on CNBC using a split screen. Hours: 6-10 p.m ET on Thursday and Friday; 1-4 a.m. ET Friday and Saturday. USA AIDING SEARCH FOR ESCOBAR: Six U.S. military planes joined the hunt for escaped drug lord Pablo Escobar on Wednesday in the biggest U.S. anti-drug military operation mounted in Colombia. The U.S. aircraft began flying low over the northwestern city of Medellin at dawn. Escobar, feared boss of the Medellin cocaine cartel, escaped near Medellin last week while he was being transferred from one prison to another. YELTSIN GETS AID UPDATE: President Bush told Russian President Boris Yeltsin during a 15-minute phone call Wednesday that prospects are good for congressional passage of an aid package for the former Soviet republics. Bush told Yeltsin that "he's optimistic." The Senate version passed this month would funnel more than $4 billion in U.S. aid to Russia. Action on a House version is expected in August. CLIFFORD INDICTED OVER BCCI: Former Defense secretary Clark Clifford pleaded innocent Wednesday to illegally making millions in the BCCI banking scandal. Ten federal and state indictments charge Clifford, 85, and partner Robert Altman, 45, with accepting bribes and participating in a massive criminal conspiracy to give the foreign-owned Bank of Credit and Commerce International secret control of U.S. banks. CANCER PATIENT CAN USE RU-486: A brain cancer patient Wednesday got permission to use the French abortion pill RU-486, which he says might extend his life. Food and Drug Administration clearance for J. David Grow to use the drug came just a day after he told a House panel he can't get the medication because of government red tape. RU-486's maker, Roussel-Uclaf, blamed agency rules for not supplying the drug to Grow. PRIEST CAUGHT RED-HANDED: A Roman Catholic priest was cutting up and burning photos of nude young males when police arrived to arrest him Wednesday on charges of child molesting, authorities said. The Rev. Myles White, pastor of St. Martin of Tours Church in Kankakee, Ill., was arrested in Culver - at a home owned by the Joliet, Ill., diocese - after authorities found a videotape of him having sex with a child. SECOND PAN AM JURY AWARD OUT: A New York jury awarded $9 million Wednesday to the family of Harry Bainbridge, killed when a bomb blew up Pan Am Flight 103 over Lockerbie, Scotland, in 1988. It's the second verdict in 213 lawsuits by relatives. The first award was $9.3 million. The jury's July 10 finding of "willful misconduct" cleared the way for awards of more than the $75,000 limit set by treaty. DOW JONES OPENS ON UPSWING: The Dow Jones average of 30 industrials opens Thursday at 3379.19, after closing up 45.12 points Wednesday. The New York Stock Exchange composite opens at 231.95, up 2.41. The American Stock Exchange market value opens at 385.94, up 1.39. The NASDAQ OTC composite opens at 577.49, up 5.86. WEST TO FEEL THE HEAT: Much of the West will swelter over the next couple of days as temperatures reach well into the 90s and low 100s.
