The USA, Britain and France are expected to warn Saddam to stop attacking Shiites within his borders and establish a "no-flying zone" south of the 32nd parallel, in southeastern Iraq occupied by Shiites. Iraqi aircraft caught flying below that latitude would be shot down. BUSH THREATENS HUSSEIN: President Bush, en route to the Republican Convention in Houston, said he plans strong responses if Saddam Hussein doesn't adhere to Gulf War cease-fire terms, including limits on Iraqi air power. Although U.N. inspectors found no evidence Iraq was working on prohibited missiles, they expect to reveal evidence this week that Iraq has been developing a missile with a 1,000 mile range. SPEAKERS SUPPORT BUSH: Republicans rallied behind President Bush Monday night at the Republican Convention. Conservative commentator Pat Buchanan, who unsuccessfully challenged Bush in Republican primaries, endorsed Bush and unified the crowd. Former president Ronald Reagan then excited the crowd, supporting the re-election of his former running mate. ANTI-ABORTION PLANK ADOPTED: The fight over abortion within the Republican Party officially ended Monday. Delegates approved a deeply conservative platform that abortion rights supporters say will hurt President Bush in November. Abortion foes dismiss that notion, saying jobs and the economy will count a lot more in the voting booth. The Democrats' platform supports abortion rights. GOP ATTACKS HOMOSEXUALS: With signs that said "Family Rights Forever - `Gay' Rights Never!" Republicans Monday began attacking what they see as a vulnerability for Bill Clinton: His support for gay rights. Gay rights leaders and gay Republicans say that is a "tragic mistake" that caters to homophobia. Clinton would overturn the military ban on homosexuals, while Bush has criticized the "gay lifestyle." DIPLOMATS HAGGLE OVER HAITI: U.S. and Latin American diplomats will make a fresh effort Tuesday to resolve Haiti's political crisis and restore democracy there. A high-level delegation of the Organization of American States goes to Port-au-Prince to try to revive stalled peace talks and rescue the government of President Jean-Bertran Aristide, deposed by the army Sept. 30. U.S. TEAM ARRIVES IN KENYA: A team of 34 U.S. military personnel arrived in the Kenyan port of Mombasa Monday. They will coordinate next week's expected airlift of 145,000 tons of food to Somalia and Somalian refugee camps in neighboring Kenya. Meanwhile, a United Nations special envoy urged Somalia's warlords to ensure the safety of aid workers delivering food to the starving nation. LAWYERS OMIT GATES' TESTIMONY: Defense lawyers in the Iran-contra trial of ex-spy chief Clair George, in a surprise move, rested their case Monday without calling CIA Director Robert Gates to testify. Lead defense lawyer Richard Hibey, who fought administration objections and won a court ruling to have Gates testify, refused to explain why the CIA chief wouldn't be called to the stand. NUCLEAR PLANT INVESTIGATED: Federal nuclear regulators are investigating unusual power fluctuations Monday that shut down the Hanford nuclear power plant near Richland, Wash. The boiling-water reactor, operated by the Washington Public Power Supply System, was powering up when the strange oscillations were detected Saturday. The plant will be closed at least a week. EPA REPORTS ON TRASH SURPLUS: The USA is tossing out more trash than ever despite an emphasis on recycling, the EPA reported Monday. Officials of Inform Inc., a non-profit research group, said that the focus on recycling could not overcome lifestyle. The EPA found that each person produced an average of 4.3 pounds of trash daily in 1990, compared with 4 pounds in 1988. The total amounts to 196 million tons annually. DEFENDANT STATES HIS CASE: Some potential jurors in the murder trial of white supremacist Byron De La Beckwith said Monday they have received letters, purportedly written by him, that say he is an innocent "political prisoner." Beckwith, 71, is accused of killing civil rights worker Medgar Evers in 1963. A judge in Jackson, Miss., ordered the retrial moved to DeSoto County, with jurors from Panola County. WEATHER SLOWS AIR TRAFFIC: Tens of thousands of air travelers across the USA waited out delays and cancellations Monday as wet weather hung over airports in New York and Boston. By Monday night, conditions had improved. The Federal Aviation Administration lifted limits on incoming flights and airlines worked to get back on schedule. Officials cited a ripple effect causing delays from New England to Florida. STUDY LIMITS DEVELOPMENT: Personality is molded by the age of 30, research shows. Growth and maturity after 30 take place within a personality that "is set like plaster," says Paul Costa Jr. of the National Institute on Aging. He presented his findings to the American Psychological Association Monday after having examined personality tests taken by thousands of people at different intervals in their lives. SOUTHWEST SIZZLES: Near-record heat continues in the Southwest Tuesday, as hot spots reach 110. Sunny, warm weather is on tap for the Northwest. DOW JONES OPENS ON DOWNSWING: The Dow Jones average of 30 industrials opens Tuesday at 3324.89 after closing down 4.05 points Monday. The New York Stock Exchange composite opens at 231.60, up 0.54.
