AND ILL.: Arkansas Gov. Bill Clinton swept the Illinois and Michigan Democratic presidential primaries Tuesday. Paul Tsongas vowed not to quit despite finishing third in Michigan. With 38% of the precincts reporting, Clinton had 49% in Illinois; Tsongas, 28%; and Jerry Brown 15%. With 52% of precincts reporting in Michigan, Clinton had 45%; Brown, 30%; and Tsongas, 18%. BUSH SWAMPS BUCHANAN: President Bush had decisive victories in the Illinois and Michigan primaries Tuesday. GOP challenger Pat Buchanan plans to stay in the race, his camp says. But with 36% of the precincts reporting in Illinois, Bush had 77% of the votes and Buchanan 22%. In Michigan, with 52% of the precincts reporting, Bush had 66%; Buchanan, 26%; and former Ku Klux Klan leader David Duke, 3%. CHECK SCANDAL HITS CABINET: Three members of the Bush Cabinet Tuesday said they wrote bad checks while serving in the House. But Defense Secretary Dick Cheney, Agriculture Secretary Edward Madigan and Labor Secretary Lynn Martin also said they didn't know about the overdrafts until they reviewed their bank records this week. President Bush called his appointees "victims of a system that ... failed everybody." HOME STARTS SOAR: An explosion last month in the number of homes being built is one of the strongest signs yet that the economy is pulling out of its long slump. The Commerce Department said Tuesday that housing starts soared 9.6% from January to February, for an annual rate of 1.3 million homes. That's the highest since March 1990. Typically, a rise in home building is a signal of economic rebound. BUSH KILLS LOAN REQUEST: President Bush Tuesday rejected a compromise by Senate leaders over Israel's request for $10 billion in U.S. loan guarantees, virtually killing the request. Israel wants the guarantees that let it procure low-rate loans to defray costs of resettling Jews from the former Soviet Union. Bush suggested the proposal is inconsistent with U.S. opposition to settling occupied territories. CHILI PEPPERS HELP SNEEZES: Researchers have turned to red hot chili peppers to try to stop runny noses. The ingredient causing that burning sensation, a chemical called capsaicin, can desensitize nasal nerves that cause runny noses, sneezing and congestion. But they have to be put in the nose, says Alkis Togias of Johns Hopkins Asthma & Allergy Center. Researchers are looking at putting extract in nose spray. CONTROVERSIAL LAWMAKER DEFEATED: Six-term Rep. Gus Savage, D-Ill. - a former civil rights leader whose incendiary anti-white and anti-Semitic rhetoric made him Congress' most controversial figure - was soundly defeated Tuesday night in Chicago. Early returns showed three-time challenger Mel Reynolds, a 40-year-old educator recently injured in a drive-by shooting in the campaign's final days, beating Savage. LIBYA EMBARGO PONDERED: The USA, England and France are circulating a draft resolution at the United Nations to impose a Security Council-ordered worldwide air traffic embargo against Libya. They seek to punish Libya for refusing to hand over suspects in aircraft bombings that claimed 441 lives. Diplomats say a vote could come Friday. CHINA POLICY OVERRIDE POSSIBLE: Congressional critics Wednesday take another swipe at President Bush's China policy with a vote to override Bush's veto. The veto is of a bill that puts conditions on trade benefits for China. On March 2, Bush vetoed a bill that slapped demands on China to improve its trade, human rights and weapons proliferation practices or lose most-favored-nation trade status. HOMELESS WOMAN GLAD FOR JAIL: Earlene Jones Tuesday was jailed in Kansas City, Mo., for five days after breaking a window in City Hall. Police refused to arrest her on an outstanding warrant for failure to pay an earlier court fine. The homeless 23-year-old woman told officers before breaking the window, "I'm homeless, cold and hungry. Now I'm going to get a place to stay." SUN SHINES IN FLORIDA: Beautiful weather is on tap for the Sunshine State and the Southwest Wednesday, while the Midwest and mid-Atlantic brace for a damp day. Showers and thunderstorms will blanket parts of the Southeast. Much of Washington and Oregon will be sunny, but showers will douse the northeastern and northwestern corners of Washington state. DOW JONES OPENS ON UPSWING: The Dow Jones average of 30 industrials opens Wednesday at 3256.04, after closing up 19.68 Tuesday. The New York Stock Exchange composite opens at 226.01, up 1.57.
