"Under his direction, it is impossible for baseball to move forward effectively and constructively," the resolution stated. It also stated the Executive Council would appoint a committee next week to study restructuring of the management of major league baseball. VINCENT STAYS BY PROMISE: Fay Vincent did not attend the four-hour meeting at Chicago O'Hare International Airport's Hyatt Regency because he considered the meeting illegal. He reiterated his resolve not to resign after being read the resolution by league presidents. Chicago White Sox owner Jerry Reinsdorf said a group of owners will meet with Vincent between now and the beginning of owners meetings next week. LURIE TO CONSIDER LOCAL OFFERS: The chairman of baseball's ownership committee said Thursday that San Francisco Giants owner Bob Lurie had agreed to consider local offers that would keep the team in the Bay Area, but the club denied any shift in its position. Lurie had previously said he would consider no other offers before the owners voted on the proposed $111 million sale to a group of Florida investors. EXPOS ROUT BRAVES 11-2: Tim Wallach had a two-run homer and RBI double as the Montreal Expos extended their winning streak to five with an 11-2 victory against the Atlanta Braves. In other National League games: Cincinnati 4, New York 3; Pittsburgh 9, San Francisco 3. MCDOWELL GETS 19TH WIN: Jack McDowell gave up 10 hits over 7 2:3 innings for his 19th victory and Lance Johnson drove in three runs to lead the Chicago White Sox past Kansas City 7-3. McDowell (19-7) moved back into the AL lead in victories ahead of Toronto's Jack Morris and Texas' Kevin Brown, who got his 18th with a 6-2 victory against the Royals Wednesday. NO PROBE FOR LITTLE LEAGUE: Little League spokesman Dennis Sullivan said Thursday baseball officials have no plans to investigate a Philippine team accused of using over-age players (over 12) to win the World Series last weekend. Sullivan said no one within Little League had lodged a complaint against the Zamboanga City team, which defeated Long Beach, Calif., 15-4, Saturday. NAVRATILOVA FALLS AT OPEN: The U.S. Open lost its first superstar Thursday when Bulgaria's Magdalena Maleeva struck down No. 3 seed Martina Navratilova 6-4, 0-6, 6-3 in a rain-delayed second-round match. Among the matches rained out Thursday were those involving Andre Agassi and Pete Sampras. In Friday's feature match, Jimmy Connors, a five-time U.S. Open champion, faces No. 9 Ivan Lendl, a three-time champion. PARALYMPICS OPENS AT MONTJUIC: For the second time in less than two months, a sellout crowd at Barcelona's Montjuic Stadium watched the opening ceremonies of an Olympic Games - this time for disabled athletes. More than 4,200 participants from 86 countries paraded around the track Thursday to open the Ninth Paralympics. The Paralympics were organized by COOB, which handled the Summer Games, at a cost of about $100 million. ELLIOTT, ALLISON RACE FOR CUP: Bill Elliott, who in 1985 won the Winston Million, tries Sunday to prevent Davey Allison from becoming the second driver to collect a $1 million bonus for winning three of the four big races on the NASCAR circuit. Elliott and Allison also are 1-2 in the Winston Cup points standings going into the Southern 500 at Darlington, S.C. FROST, JANZEN LEAD MILWAUKEE: David Frost, the man with a new grip and subsequent tournament title, tied Lee Janzen Thursday for the first-round lead of the PGA Tour's Greater Milwaukee Open at Franklin, Wis. Frost made a 35-foot eagle putt in his 6-under-par 66, while Janzen made a 25-foot birdie putt on No. 18 to cap his round. Frost's victory in the Buick Classic ended the worst slump of his career. AVALON LAKES TO PICK UP LPGA: Avalon Lakes Golf Course and Inn in Warren, Ohio, and the LPGA are expected to announce a tournament to replace the recently dropped Phar-Mor at Youngstown. A July 1993 event at Avalon Lakes will have local sponsors. Financial problems prompted Phar-Mor to end sponsorship of LPGA events in Youngstown, Ohio, and Fort Lauderdale, Fla. CUBA WINS JUNIOR CHAMPIONSHIPS: Cuba beat the United States 6-1 Wednesday night to finish undefeated and win the World Junior Baseball Championships in Monterrey, Mexico. The USA (9-4) got its only run against Cuba in the second inning when Preston Wilson doubled and scored on Larry Smith's single. ROSE TAKES ON POWERBOATS: Pete Rose is going for another title. The ex-Cincinnati Reds star is dabbling in a new sport, powerboat racing. He'll make his debut Sunday in the $100,000 Miller Offshore Grand Prix at Virginia Beach, Va. Rose will be navigator in the three-man crew of a 40-foot, 2,000-horsepower boat, competing in the manufacturer's super-vee class. COLLEGE FOOTBALL KICKS OFF: College football plunges into the new season this weekend.
