I think "not welcome" is a little strong.  From my point of view, help 
(and a _team_ effort) is certainly welcome; actually, it's flat-out 
necessary for the project's well-being.

I personally would not object to non-core people checking in changes to 
non-port stuff, as long as it's the Right Change.

Personally, I think we need a change in semantics in how we deal with 
library, kernel, "usr.bin", etc. bugs.  I'm going to try very hard at 
getting a proposal in to `core' (and CC'd to -developers) today.
