Yes, that is correct.  You can run rpm without redhat - you need to have 
an elf system I believe and I don't know how it's done (I've never done 
it), but I have heard of people doing it, and redhat has a section in 
their howto describing how to do it.

rpm and what is required to run it.

I understand that there are upgrade rpm's for the libraries ld.so already 
in existence.  I am going to check them out this weekend.
