Actually I meant for proven to be the default responsible person instead
of eichin.

So I take it that it is purely based on category that the PR is
assigned.  

I'll take a look at the appropriate files to see if any changes need
to be made to who gets notified for the categories when I am back at
the office and can get to CA easily.
