The Western States Petroleum Assn., which represents 40 oil and gas companies, filed the suit in Los Angeles Superior Court, seeking to overturn a regulation that is used to calculate tailpipe emissions from vehicles. The suit challenges a regulation adopted by the board in 1991 that allows vehicles to operate on M 85, a blend of 85% methanol and 15% gasoline. The group said the regulations would allow cars to emit more pollutants than similar vehicles operating on gasoline. But smog regulators said, in adopting the rules, that M 85-powered cars emitted about 40% less ozone than conventional cars running on gasoline.
