Beginning Jan. 1, the county will require users of its 330 miles of hiking, biking and equestrian trails to carry an annual pass costing $23. Violators could be fined about $50. Councilwoman Bert Ashley called the new fee system ludicrous and urged residents who use the county's Schabarum Trail in Walnut to forgo the passes. "This is just a little much," she said. "I hope nobody will come in and buy one." Ashley was chosen by the council to spearhead a protest to the County Board of Supervisors. The council also directed city staff to draft a petition that will be sent to county officials. The annual passes will be available for purchase at City Hall beginning Dec. 1.
