It estimated the 13-nation cartel's output at 25.3 million barrels a day, 400,000 barrels a day higher than in September and well over the group's winter supply cap. OPEC had pledged to hold production steady at the start of cold weather to try to drive crude prices up $1 or $2 a barrel to a target of $21 a barrel.
