Department spokesman Richard Boucher said the diplomat, Carlos Manuel Collazo Usullan, must leave the country within 48 hours. He declined to reveal any details of Collazo's activities. According to a statement, the Administration ordered Collazo's expulsion Monday. Under an international agreement, the United States must give Cuba 24 hours to respond to the charges.
