The trip may have been spurred by Iran's purchase of two submarines from Russia. One of these is reportedly en route to the Gulf. The deployment of the Topeka and Iran's purchase could spur a regional race to acquire submarines. The oil-rich gulf states are among the biggest spenders on arms.
