The list of abortion-rights Democrats includes such well-known figures as Sally Ride, America's first female astronaut, former vice presidential candidate Geraldine A. Ferraro, former Congres- sional Budget Office director Alice Rivlin, and Del. Eleanor Holmes Norton (D-D.C.). The list is only a "first installment" in what will become a large "talent bank" of women able to serve in the Clinton ad- ministration, said Pat Reilly, a spokeswoman for the Coalition for Women's Appointments, which includes 62 organizations. Repub- licans will be included on later lists. The idea behind the list was to make it "impossible for a president to say, 'I couldn't find a qualified woman for a job,' " Reilly said. The first women's list was organized for President-elect Jimmy Carter's transition in 1976 and then new lists were issued every four years. Carter appointed women to 13.5 percent of the 919 jobs he filled that required Senate con- firmation, according to coalition figures. Only 12 percent of President Ronald Reagan's appointees for those senior jobs were women. President Bush did much better than ei- ther of them, filling 20 percent of those senior jobs with women. But Clinton, who pledged an administration that "looks like Amer- ica," will have to do much better, Reilly said.
