A Democratic lawmaker just back from five days in the Balkans
called yesterday for U.S. air strikes against Serb positions in
Bosnia-Herzegovina to head off "a Balkan and world refugee disas-
ter" this winter.

Rep. Frank McCloskey (D-Ind.), who returned from his second trip
in a year to the war-torn area, also called for a shift in U.S.
policy to permit arms to flow to Bosnian and Croatian forces
fighting the Serbs.

McCloskey, a member of the Armed Services and Foreign Affairs
committees, said immediate moves are necessary, despite the U.S.
presidential transition. "If we have to wait until Jan. 20,
Bosnia is gone" to nearly complete Serb control, McCloskey said
in an interview. "If Bosnia is gone, it will spill over the bord-
ers" to Croatia and eventually to Kosovo and Macedonia as "the
Balkans explode further," he said.  McCloskey, who opposed au-
thorizing immediate military action against Iraq last year, said
"selective air strikes" against Serb positions are essential to
convince Serb leaders that they cannot move at will to take the
rest of Bosnia.

McCloskey said about 400,000 refugees already are overtaxing the
ability of Croatia to cope with them. Authorities he consulted
estimated that 100,000 to 200,000 more refugees will pour in from
Bosnia "in the best case," and that up to 1 million could arrive
