AROUND THE WORLD=Ex-Rebels Quit Government In Colombia<

BOGOTA, Colombia - Colombia's influential ex-guerrilla movement
M-19 quit the government yesterday to protest President Cesar
Gaviria's military crackdown on rebels and pleaded for United Na-
tions mediation to stop the bloodshed.

The M-19 Democratic Alliance joined the opposition after Gaviria
ignored a plea from its leaders to order a cease-fire and seek
mediation help from abroad.

M-19 leader Antonio Navarro Wolf said U.N. mediation was the only
way to stop Colombia's bloody guerrilla conflict.

It is the first major loss of political support Gaviria has suf-
fered since he declared a national state of emergency and a mili-
tary crackdownon the rebels Nov. 8.<

Leaking Nuclear Sub<A Russian-American scientific team is mount-
ing an emergency effort to monitor currents and radiation levels
near a sunken Soviet nuclear submarine that threatens to release
radioactive plutonium, a team member said.  Scientific instru-
ments will be lowered to determine whether any leaking plutonium
could contaminate fisheries in the nearby Barents Sea and
Norwegian Sea, said Charles Hollister of the Woods Hole Oceano-
graphic Institution in Woods Hole, Mass.

"I think the risk to humans through the food chain is very, very
low," said Hollister.

The submarine sank in 1989 about 150 miles north of Norway after
catching fire, killing 42. It lies at a depth of 6,000 feet.

Madagascar Famine<ANTANANARIVO, Madagascar - This island nation
off southeast Africa prepared for presidential elections follow-
ing months of strikes and riots - and a famine that threatens to
starve an estimated 600,000 people in the south.

"In some areas, people eat chalk to fill up their stomachs, and
cacti are the only vegetables available," Mercedes Sayagues of
the World Food Program said in Nairobi last week after a visit
here. The U.N.  agency blames the famine on drought and official
neglect.

There was no clear leader in Wednesday's presidential election,
in which Prof. Albert Zafy, Maoist Manandafy Rakotonirina, and
others oppose the incumbent, Didier Ratsiraka. No one is expected
to receive a majority, and a runoff would be held later.<

For the Record<Haiti's former military ruler, Lt. Gen. Prosper
Avril,was detained after he landed at Port-au-Prince in an effort
to return from exile in Florida. He took power in 1988 but was
forced out by a popular uprising in 1990.<The younger son of
Romania's long-time Communist dictator, Nicolae Ceausescu, left
prison after serving just over half of a five-year term. Nicu
Ceaucescu, 42, is severely ill with cirrhosis of the
