Dinkins (D), in a rare television ad- dress to the city yesterday, accepted some blame for racial dis- turbances in the Crown Heights neighborhood of Brooklyn last year between Jews and blacks. "I know and I accept that, when a mistake is made, that it is the mayor who is called to account," Dinkins emphasized during a 10- minute speech in which he appealed for racial harmony. He spoke of "errors in judgment and deployment" by police during the three days of rioting in August 1991 when blacks and Hasidic Jews hurled bottles at each other and set fires in the streets. More than 200 religious, community and political leaders stood shoulder-to-shoulder at City Hall to hear the speech. City Coun- cil member Noach Dear, one of Dinkins's harshest critics, called the speech "a beginning" and said he would wait to see how Dinkins's words were being interpreted.
