AROUND THE NATION=Dinkins Takes Some Blame For Brooklyn Racial
Rioting<

NEW YORK - Mayor David N. Dinkins (D), in a rare television ad-
dress to the city yesterday, accepted some blame for racial dis-
turbances in the Crown Heights neighborhood of Brooklyn last year
between Jews and blacks.

"I know and I accept that, when a mistake is made, that it is the
mayor who is called to account," Dinkins emphasized during a 10-
minute speech in which he appealed for racial harmony.

He spoke of "errors in judgment and deployment" by police during
the three days of rioting in August 1991 when blacks and Hasidic
Jews hurled bottles at each other and set fires in the streets.

More than 200 religious, community and political leaders stood
shoulder-to-shoulder at City Hall to hear the speech. City Coun-
cil member Noach Dear, one of Dinkins's harshest critics, called
the speech "a beginning" and said he would wait to see how
Dinkins's words were being interpreted.

Florida Tent City Reopening Urged<HOMESTEAD, Fla. - Local govern-
ment officials are urging the federal government to reopen a
military-style tent city for "new homeless" in Hurricane Andrew's
aftermath.

The officials said out-of-state laborers seeking work in the
storm's ruins are swelling roadside encampments crowded with mi-
grants and tenants evicted from damaged homes. Volunteer workers
reported that as many as 2,000 people are living in the makeshift
camps.  "It's either have a tent city or have hundreds of people
camping along the road with nowhere to wash or use the bathroom,"
said Andy Menendez, director of homeless programs for Dade Coun-
ty. "That's inhumane."

The camps dot dusty lots along busy U.S. Route 1, the backyards
of damaged homes and the edge of migrant labor camps. Some people
sleep in cars. Others have been living in lean-tos made of dis-
carded plywood and garbage bags.

Korean Grocer's Request Shelved<LOS ANGELES - Soon Ja Du, a Kore-
an grocer convicted of killing a black teenager in March 1991,
withdrew a request to travel to her homeland after learning that
the Justice Department is investigating the case for possible
civil rights violations.

Attorney Charles Lloyd withdrew the request on behalf of Du less
than two hours before a Superior Court judge was to rule on the
matter, said Sandi Gibbons, a spokeswoman for the district
attorney's office. No further hearings were scheduled, she said.

Justice Department officials said Tuesday that they were investi-
gating whether Du violated civil rights laws when she shot Lata-
sha Harlins, 15, during a dispute in the Du family grocery. Cit-
ing that investigation, the department asked Judge Lance Ito deny
her request to visit Korea for an indefinite period.

Du, 51, was convicted of voluntary manslaughter last year. A
white judge sentenced her to five years of probation, angering
the victim's family and black activists who argued that the sen-
tence was too light.<

Gray Wolf Radio Collars Criticized<ANCHORAGE - The National Audu-
bon Society has criticized Alaska's use of radio collars to track
gray wolves, which wildlife officials want to kill by the hun-
dreds.

The state Board of Game has approved a plan to corral wolf packs
by helicopter and shoot them from above to boost the numbers of
caribou and moose in the wild, ostensibly to increase tourism.
Gray wolves are extinct in most parts of the country but are con-
sidered numerous in Alaska.  Officials say more people will come
to see bigger caribou herds and moose populations, but critics
say the plan was meant to increase game for hunters.  The en-
vironmental group complained to Gov. Walter J. Hickel (I) that
radio-tracking to control predator populations should be used
