Between 1984 and mid-1991, the number of refugees worldwide jumped from 9 million to more than 18 million. Over 20 million additional peo- ple are displaced within their own countries. Most of these uprooted people depend on humanitarian aid to meet their basic needs. While their numbers have grown dramatically, the resources which the international community provides for their care and protection have not expanded accordingly. ... The worst drought of the 20th century has placed tens of mil- lions of Africans at risk of starvation. The collapse of commun- ism has led to drastic economic restructuring, violent ethnic conflicts and growing hunger in Eastern Europe and the former So- viet Union. Deep recession and a long-term decline in the median worker's real wages have put one of every 10 people in the United States on the food stamp rolls and stretched the resources of private food assistance agencies to the limit. Throughout the developing world, millions of people are newly hungry. The causes include war, repression, debt, declining economies, austerity, inappropriate food policies, natural disasters, poor weather, disease, inequitable social and political structures and lack of progress toward a world trade and investment system that makes food security for all people its immediate priority.
