ALABAMA<

Democratic Sen. Richard C. Shelby defeated Richard Sellers by a
wide margin. In a House race, George Wallace Jr. (D), son of the
ailing former governor and presidential contender, lost narrowly
to Terry Everett (R), a peanut farmer and millionaire businessman
who said he wants to change people's perception of Alabama as a
state of rednecks.

Republicans also fared well in a Birmingham district redrawn to
their liking, where popular incumbent Democrat Ben Erdreich lost
to Republican Spencer Bachus, who won the endorsement of The
Birmingham News. And State Sen. Earl F. Hilliard (D) became the
first black member of the delegation.<

ARKANSAS<Arkansans floated Democratic Sen. Dale Bumpers easily to
a sixth term.

But one retirement and two primary defeats rejiggered the House
delegation, and favorite son Bill Clinton's coattails were not
long enough for former judge John R. VanWinkle (D), who lost to
state Rep. Tim Hutchinson (R) in a race for the Ozarks seat va-
cated by a retiring Republican. Jay Dickey (R) upset Secretary of
State Bill McCuen (D) to win an open seat.<

FLORIDA<Sen. Bob Graham (D) coasted to a second-term victory over
former Rep. Bill Grant (R) by a nearly 2-to-1 ratio and voters
replaced a handful of retiring white male legislators with women
and minorities.

Although the delegation will more closely resemble the state's
rainbow of cultures, Republicans retain a majority and the re-
tirement of veterans such as Foreign Affairs Committee Chairman
Dante B. Fascell (D) will leave the delegation with much less
clout.<

The delegation gains three blacks, two of them women and all
Democrats. Florida last sent a black to Congress during Recon-
struction.

One new black legislator is former federal judge Alcee Hastings,
who joins a group that in 1989 voted to remove him from the bench
on charges of accepting bribes and lying. "I now get to see my
momma smile," Hastings said. To his critics, he added, "In your
face. . . . I don't have to be liked by everybody. But I can work
with everybody."

Two other blacks joining the delegation are state Rep. Corrine
Brown of Jacksonville and state Sen. Carrie Meek of Miami, a
granddaughter of slaves. State Sen. Lincoln Diaz-Alart (R) joined
fellow Cuban-American Rep. Ileana Ros-Lehtinen (R), who was
reelected.

Floridians also approved eight-year limits for House service and
a two-term limit for the Senate.

In the women's races, Karen Thurman (D) and Tillie Fowler (R)
won. However, Democrats Cheryl Knapp and Karen Moffitt lost to
incumbent Republicans Michael Bilirakis and C.W. Bill Young. Rep.
E.  Clay Shaw Jr. (R) easily won over Democratic challenger Gwen
Margolis.

Rep.  Jim Bacchus (D) lost to Bill Tolley (R), whom he beat in
1990. Tolley, backed by fundamentalists, opposes abortion.<

GEORGIA<The state finally tilted for Clinton-Gore. But as Demo-
crats had feared, incumbent Sen. Wyche Fowler (D) was thrown into
a Nov. 24 runoff with challenger Paul Coverdell (R), former head
of the Peace Corps. And Republican firebrand Rep. Newt Gingrich
survived his third reelection fight in two years despite the el-
imination of his old district by the Democratic-controlled leg-
islature.

In the Senate race, Coverdell had painted Fowler as a pampered
patron of Washington perks. The libertarian candidate, who took
3.1 percent of the vote and is generally believed responsible for
the runoff, has endorsed Coverdell.

Gingrich, the pugnacious House minority whip, won a solid victory
over newcomer Tony Center (D), an attorney who attacked Gingrich
as a perk-crazed incumbent who served divorce papers on his wife
the day after she had surgery for cancer. Gingrich, running in a
new, heavily Republican suburban Atlanta district, characterized
this unusually nasty race as the most unpleasant months of his
life and said he thought about dropping out.

Three blacks were elected to Congress, including Democrat Cynthia
McKinney, the first black woman to win a congressional seat from
the state. Until now, only two blacks have served Georgia in
Congress since Reconstruction.

In a race for an open seat in the 9th District, state Sen. Nathan
Deal (D) easily defeated Dan Becker (R), who stirred national
controversy by airing graphic anti-abortion campaign ads during
the primary. Incumbent Democrat Richard Ray lost to Republican
Mac Collins.

And in a historic milestone, in Fulton County (Atlanta), Jackie
Barrett won victory as the first black woman in the United States
to be elected sheriff.<

KENTUCKY<Sen. Wendell H. Ford, No. 2 in the Senate Democratic
leadership, rolled over his Republican challenger, state Sen. Da-
vid Williams, to win a fourth term. The state's loss of a seat to
reapportionment came out of the Republican side as Lexington May-
or Scotty Baesler (D) succeeded retiring Rep. Larry J. Hopkins
(R). And, despite a strong challenge from state Rep. Susan
Stokes, a well-financed abortion rights supporter, 22-year incum-
bent Democrat Ron Mazzoli, who opposes abortion, held onto
Louisville's 3rd District.

GOP Rep. Harold Rogers won a tough battle to hold his seat in a
redrawn district against Democrat John Doug Hays, a former state
senator who has been on the defensive over his marital history.<
LOUISIANA<Sen. John Breaux (D) formally claimed the seat he had
been assured when he won an Oct. 3 primary. But two members of
the House were defeated in face-offs forced by reapportionment.
Three-term conservative Rep. Richard Baker of Baton Rouge beat
fellow Republican Rep. Clyde Holloway of Forest Hill. Upstate,
two-term Republican Jim McCrery cruised past eight-termer Jerry
Huckaby (D), who had 88 overdrafts in the House bank. McCrery
dismissed as a "trashy lie" a gay magazine's charges that he is a
closet homosexual who opposes gay issues.

Otherwise, things were quiet in the state, where Breaux and most
House incumbents were reelected in the state's open primary last
month.<

MISSISSIPPI<The congressional delegation of 1993 will look exact-
ly like the delegation of 1992. All incumbents were reelected by
overwhelming margins.

Democratic Rep. Jamie L. Whitten, 82, whose failing health forced
him to step down temporarily as House Appropriations Chairman in
June, was expected to have a close election. Instead, he won al-
most 60 percent of the vote in a contest with Tupelo Mayor Clyde
R. Whitaker (R). Gulf Coast Democrat Gene Taylor, who could have
been in trouble because of his vote against the Persian Gulf War,
coasted to victory.<

SOUTH CAROLINA<Sen. Ernest F.  Hollings (D) retained his seat,
but there was a surprise in the 4th District down toward the
Georgia border where Republican challenger Bob Ingles defeated
Democratic incumbent Liz J. Patterson. Self-styled "outsider" In-
gles, 33, hammered away at the need for restorkng a "citizen leg-
islature" in Washington.  All other incumbents who chose to run
won, including Rep. Butler Derrick (D), a ranking member of the
House Rules Committee. The GOP thought it had a shot at Derrick,
but he rolled over Republican James L. Bland by more than 60 per-
cent.

The state also got its first black House member, Democrat James
Clyburn, who won the only open seat by wide margin.<

TENNESSEE<The loss of Albert Gore Jr. from the Senate ranks in
January and the expected return of Bush Education Secretary Lamar
Alexander to state politics have shaken up the political outlook.
Gov. Ned McWherter is to appoint a replacement for the remaining
four years of Gore's term.

In House races, incumbents won, usually by wide margins. Among
these, Harold E. Ford (D) won handily despite having 388 over-
drafts in the House bank scandal. Bart Gordon (D) and Don Sund-
quist (R), who may run for governor in 1994, survived.

And Democrat Marilyn Lloyd defeated Republican Zach Wamp, a re-
covering cocaine addict endorsed by President Bush.< -  Bill
