DELAWARE<

In a state that has not voted for a Democratic presidential can-
didate since Jimmy Carter's victory in 1976, Bill Clinton solidly
defeated President Bush with 44 percent of the vote. Ross Perot
also turned in a strong performance with 21 percent of the vote,
compared with 19 percent nationwide.  As expected, the state
elected a Democratic governor, giving 66 percent of the vote to
five-term at-large Rep. Thomas R. Carper over real estate execu-
tive B.  Gary Scott (R). Carper's House seat will be filled by
the state's current governor, Michael N. Castle (R), who soundly
defeated former lieutenant governor S.B. Woo (D) with 57 percent
of the vote.

DISTRICT OF COLUMBIA<In the nation's capital, where Democrats
outnumber Republicans 10 to 1, Clinton surprised no one by win-
ning 85 percent of the vote against 9 percent for Bush and 4 per-
cent for Perot. District voters also defeated, by a 2 to 1 ratio,
a measure forced onto the ballot by Congress that would have al-
lowed the death penalty for some crimes.

MARYLAND<This traditional Democratic stronghold held few
surprises. Despite the endorsement of Bush last week by Gov. Wil-
liam Donald Schaefer (D), Clinton won 50 percent of the vote,
Bush 36 percent and Perot 14 percent. First-term Sen. Barbara A.
Mikulski overwhelmingly defeated Alan L. Keyes (R), a conserva-
tive former State Department official, with 71 percent of the
vote.

Maryland's eight House seats went to a combination of incumbents
and newcomers, among them state Sen. Albert R. Wynn (D). Wynn won
easily in the newly created 4th District, a mostly black district
situated largely in Prince George's County. The only incumbent to
lose his seat was Rep. Tom McMillen (D), who was forced by redis-
tricting to run against fellow incumbent Wayne T. Gilchrest (R)
in the 1st District on the Eastern Shore.  NORTH CAROLINA<Bush
squeaked out a victory, 44 percent to 43 percent, in a state that
has voted Republican in recent presidential elections.

GOP Senate candidate Lauch Faircloth, 64, an ex-Democrat who re-
ceived incumbent Democratic Sen. Terry Sanford's support when he
ran for governor in 1984, launched a strong conservative attack
against Sanford, criticizing him on spending and welfare issues
and for opposing U.S. participation in the Persian Gulf War. In
an aggressive advertising campaign, Faircloth emphasized conser-
vative Republican positions, favoring "workfare" to replace wel-
fare and calling for an end to all foreign aid except humanitari-
an assistance. He said congressional pay raises should be res-
cinded.

Sanford, 75, has long faced charges that he is too liberal for
his conservative state. In October, he had to interrupt campaign-
ing to have an operation to replace a heart valve.  Former gover-
nor James B. Hunt, a moderate Democrat who lost to Republican
Sen.  Jesse Helms eight years ago in one of history's most nega-
tive Senate races, received 53 percent of the vote to beat Lt.
Gov. Jim Gardner (R) for the governorship.

In House races, Democrat Eva Clayton, a county commissioner, be-
came the first black woman elected to Congress from North Caroli-
na, and black Democrat Melvin Watt, former state senator, was
elected to the state's newest district.

PENNSYLVANIA<Pennsylvanians, living up to a decades-old reputa-
tion for independent voting, awarded Clinton a landslide, 10-
point victory over Bush, then split their tickets across the
state to reelect GOP Sen. Arlen Specter by a slim margin and two
other Republican incumbents seeking statewide office.

Perot won a surprising 18 percent of the vote, contributing to
the pattern of non-party voting in a state with a 500,000 surplus
of Democrats over Republicans.

In county after county where Clinton demolished Bush, the two-
term Specter, running on a record of bringing home the bacon for
Pennsylvania, held Democratic rival Lynn Yeakel to smaller mar-
gins than the top of the ticket and, in key regions, bested her.
Yeakel's campaign had highlighted Specter's role in the Clarence
Thomas-Anita F. Hill hearings.

The two defeated House members were upended for dramatically dif-
ferent reasons: Democrat Peter H. Kostmayer lost to state Sen.
Jim Greenwood, a moderate Republican with a jobs-and-change mes-
sage - despite the fact that Clinton carried the district.

In the former steel-making region of Bethlehem and Allentown,
however, Clinton's coattails among Reagan Democrats were credited
with helping former state representative Paul McHale unseat Don
Ritter (R).

Clinton's coattails were all but invisible in overwhelmingly
Democratic western Pennsylvania, where freshman Republican Rep.
Rick Santorum won a second term by a large margin even though
Clinton and Yeakel carried the region.

Marjorie Margolies Mezvinsky, a former WRC-TV correspondent, won
an upset, razor-thin victory over career politician John Fox in
2-to-1 Republican Montgomery County to become the first woman
elected to Congress from Pennsylvania in her own right. She won
by running as an outsider, catching Clinton's coattails and capi-
talizing on the Year of the Woman.

In neighboring Delaware County, also heavily Republican, where
Clinton won narrowly, Specter won by 25,000 votes and Rep. Curt
Weldon (R) rolled up a margin of more than 80,000 votes.

VIRGINIA<Bush scored the seventh consecutive presidential win for
Republicans in the state since 1968, defeating Clinton by a vote
of 45 percent to 41 percent. But Democrats picked up a House seat
in Northern Virginia's new district as Del. Leslie L. Byrne be-
came the first  female member of the state's congressional dele-
gation. She beat Henry N. Butler (R), a law professor, 52 percent
to 48 percent.

In another historic contest, state Sen. Robert C. Scott (D) was
elected the first black member of the state's congressional dele-
gation in this century, defeating Republican Daniel Jenkins, 79
percent to 21 percent, in the new, black-majority district
between Richmond and Norfolk. Republican Robert W.  Goodlatte, a
conservative Roanoke lawyer, beat Stephen A. Musselwhite (D) for
the House seat vacated by the retirement of Rep. Jim Olin (D).

WEST VIRGINIA<As expected, first-term Gov. Gaston Caperton (D)
easily won another term in this heavily Democratic state. A mil-
lionaire insurance executive, Caperton fended off a challenge
from the state's Republican agriculture commissioner, dairy farm-
er Cleve Benedict. Also reelected by a solid margin was Rep. Nick
Joe Rahall II (D), who faced a spirited challenge from Republican
Ben Waldman, a former Reagan and Bush administration aide whose
White House connections had earned him national Republican sup-
port. The state's two remaining House seats went to Democratic
incumbents Alan B.  Mollohan and Bob Wise Jr. - Dale
