AROUND THE WORLD=Opposition Protests Ghana's Election<

ACCRA, Ghana - Military leader Jerry Rawlings led yesterday in
partial returns from Ghana's first presidential election in 13
years. The opposition claimed vote fraud and demanded the vote be
annulled.

Authorities in Kumasi, Ghana's second city, imposed a curfew
after riots broke out when results showed Rawlings ahead in
Tuesday's election. Rawlings, a former fighter pilot who seized
power in a 1981 coup, led four other candidates with 58.4 percent
of the vote. Albert Adu Boahen, a history professor, was running
second with 31.2 percent.  Opposition leaders complained that
polling stations opened three hours late in Kumasi and that a
member of Rawlings's government removed 40 ballot boxes from pol-
ling stations. International observers said voting overall ap-
peared fair, but were waiting for all teams to report before a
final judgment.<

French Blood Reform<PARIS - The French government tried to end a
spreading scandal over AIDS-tainted blood transfusions by approv-
ing a bill to regulate blood banks and moving to allow ministers
to face justice.

Seeking to restore public confidence in transfusions after some
1,200 hemophiliacs were infected with AIDS in 1985, the cabinet
approved a bill imposing tight state controls on the blood bank
system.

Prime Minister Pierre Beregovoy also said the government would
back a constitutional amendment making it easier to bring minis-
ters to justice for offenses allegedly committed while they held
office.< Irish Coalition Splits<DUBLIN - The junior party in
Ireland's coalition government resigned its two Cabinet seats,
paving the way for a vote of no confidence in parliament today
and national elections later this month.  Progressive Democratic
leader Desmond O'Malley resigned as minister for industry and
commerce after a dispute with Prime Minister Albert Reynolds and
Bobby Molloy stepped down as energy minister.

Government officials indicated that if they lost today's vote, an
election would be held on Nov. 26 and they would reschedule an
abortion referendum for the same day.<

Kidnapping in Angola<UNITED NATIONS - The United Nations said 20
Brazilians and 50 Russian workers had been kidnapped by opposi-
tion soldiers in southern Angola, where they were working on a
dam project.

U.N. spokesman Joe Sills said U.N. staff in Angola had been told
the group "had been seized by UNITA forces and we are looking
into that." Violence erupted after Jonas Savimbi, leader of the
National Union for the Total Independence of Angola (UNITA), re-
jected the results of U.N.-supervised elections in September that
gave the ruling MPLA party a victory.<

Chile Buries Letelier<SANTIAGO, Chile - The remains of Orlando
Letelier, the leftist former foreign minister assassinated in
Washington 16 years ago, were brought home for a formal burial.

Officials joined family members at the airport as the coffin was
received in a solemn ceremony after a flight from Venezuela. The
coffin, covered with a Chilean flag, was carried to a Roman
Catholic church, where President Patricio Aylwin led a funeral
service. Letelier was buried in Santiago's Central Cemetery.
Letelier was buried in Caracas after the assassination in Wash-
ington on Sept.  21, 1976, in a downtown car-bombing plotted by
Chile. The family said the body would only be brought back here
