His government was defeated by 88-77 votes after the Progressive Democrats, junior coalition partners, quit the cabinet Wednesday and then promptly voted against him. The Progressive Democrats pulled out of the 40-month old coali- tion after Reynolds accused their leader, Industry Minister Des O'Malley, of being "reckless, irresponsible and dishonest" in his testimony to a tribunal on Ireland's beef industry.Relief Flights Resume< NAIROBI - The International Committee of the Red Cross resumed food airlifts to the Somali town of Baardheere, where up to 300 people have been dying daily since fighting disrupted relief ef- forts last month. Some 15 tons of relief supplies were flown into Baardheere, 200 miles southwest of Mogadishu, the capital, for Baardheere's 16,000 hungry people, most of them displaced by war. "Baardheere without question poses the most severe humanitarian situation in Somalia today. The ICRC has no choice but to act immediately for the people in distress," the Red Cross's chief of Somalia opera- tions, Peter Stocker, said in a statement. He said flights would take place daily.Talks in Angola< LUANDA, Angola - Rebel leader Jonas Savimbi talked with a leading government general in the first high-level contacts between the two sides since weekend fighting left 1,000 dead, Angolan state radio reported. Savimbi, whose guerrilla forces have gradually resumed fighting with government since he was bested in September's presidential election, received cease-fire proposals from Gen. Antonio Franca N'dalu, a radio report said. But a Foreign Ministry spokesman warned that China would not ac- cept any change by the United States in its most-favored-nation (MFN) trade status.
