Its 3.9 cable rating last year meant it had a larger audience than ABC's competing World League games. OIL ADS CALLED DECEPTIVE: The Sierra Club Thursday asked the Federal Trade Commission to investigate what it calls oil companies' "misleading and deceptive" advertising claims, in connection with oil recycling. The environmental group claims Amoco, Mobil and Exxon are deceiving customers into thinking their used motor oil is being recycled in an environmentally safe manner when it actually is being burned. AMERICAN NET GAINS UCLA RIGHTS: The American Network Group Inc. says it has entered into a five year agreement with the Regents of the University of California to live radio broadcasts of the UCLA regular season men's football and basketball games. The company will pay UCLA $750,000 in the first year of the contract with the amount payable increasing each year to a high of $1,050,000 in the final year. FOOD INDUSRTY SUPPORTS ADS: The food industry said Thursday that charges of deceptive food advertising by the New York City Department of Consumer Affairs are unwarranted. "Oversight of food advertising should be done by the Federal Trade Commission and not by state and local officials who may be tempted to make charges for their own political purposes," said National Food Processors Association president John R. Cady. BLOCKBUSTER MOVES TO CBS: With the Cotton Bowl moving to NBC, CBS has filled the 1:30 p.m. EST New Year's Day bowl slot with the Blockbuster Bowl. Syndicator Raycom, which owns the Blockbuster, is purchasing the time from CBS for less than $1 million a year for three years. Fearing an alliance by other Bowls may lead the Blockbuster out in the cold, Blockbuster has said it might not continue as title sponsor. NBA RATINGS DOWN: The loss of superstars Magic Johnson, Larry Bird and David Robinson finally took its toll on NBC's regular-season NBA ratings, which finished at 4.8, up only 2% from last season. There was a 20% dip in the final 14 games from 1991. "With the NBA at an all-time high 24 games, to hold our own is a victory for NBC," says executive producer Terry O'Neil. WEEKLY ON BRITAIN PLANNED: International Express, a weekly for Anglophiles and British expatriates living in the USA, hits newsstands May 7 in 18 eastern cities. The newspaper is from the publishers of the London tabloid the Daily Express. Readers will get political news, reviews of West End plays and coverage of soccer, rugby, cricket and Grand Prix auto racing. The Express will sell for $2.50 a copy at newsstands. TIMES CHANGES STYLE SECTION: The New York Times will introduce a Sunday style section and an expanded Sunday metro section May 3. "Styles of The Times" will include social, fashion, night life, design and beauty news, as well regular columns on topics such as gardening and coin collecting that have appeared elsewhere. The front page of the section will feature a single story. SABATINI TO SELL PEPSI: Gabriela Sabatini, ranked third in the world in women's tennis, is scheduled to star in a new Pepsi commercial. The advertisement scheduled to break in Latin American countries in the next few weeks before airing worldwide. MTV TO WORK SIX FLAGS: MTV will kick off a national marketing plan with Time Warner's Six Flags theme parks on May. MTV will be promoted at the park and the cable station will promote a series of concerts and broadcast some shows from the parks. Six Flags Entertainment is headed by former MTV executive Bob Pitman. SMITHSONIAN TO MAKE SPECIALS: Hearst Entertainment, Tele Images and the Arts and Entertainment Channel have teamed up with the Smithsonian Institution to produce and distribute a new series called "Smithsonian Expedition Specials" for global audiences.
