Shaquille O'Neal is a lock to be picked first by the Orlando Magic. Georgetown center Alonzo Mourning is expected to go second to the Charlotte Hornets and Christian Laettner of Duke should go third to the Minnesota Timberwolves. O'Neal is expected to sign for $4 million a year. SKATING INELIGIBLES CAN APPLY: The International Skating Union Tuesday approved a rule revision allowing professionals to restore their eligibility in time for the 1994 Winter Olympics.
