Greenberg, who met with Burns, would not confirm the March 1 date, but The Associated Press reported that a baseball source said that date was when Commissioner Fay Vincent would allow Steinbrenner to return. NFL OWNERS CLEAR HURDLES: National Football League owners cleared two stumbling blocks toward a potential collective bargaining agreement with the NFL Players Association Monday night. The owners gave the NFL Management Council full authority to approve an agreement and also approved a new formula for revenue sharing. Commissioner Paul Tagliabue said this should prove that ownership is ready to deal. DREAM TEAM PRACTICING IN MONACO: The U.S. basketball team is training in Monaco because it was thought the players could blend in in this principality where celebrities are taken for granted. But French-speaking youngsters wearing Chicago Bulls jerseys, Los Angeles Lakers basketball shorts and other NBA paraphernalia are everywhere. INDURAIN STILL ON TOP IN TOUR: Italy's Franco Chioccioli took Monday's 123-mile 15th stage of cycling's Tour de France, attacking at the base of the final 19-mile climb and winning in 4 hours, 43 minutes, 59 seconds. The overall standings remained the same. Spain's Miguel Indurain wears the leader's yellow jersey, 1:42 ahead of Italy's Claudio Chiappucci. U.S. rider Andy Hampsten is third, 8:01 behind.
