Minutes of the SIPB Meeting of 10 May 1982 --The meeting was called to order at 19:33 EDT by David M. Barmar, JR, HGA, Jay, ZRM, and TZS entered. ***User interrupt*** WMBR $50.00. Previously had money for printing logs. Wants money for course development of 3 programs in 1.723 Subsurface Water Quality for class use. He says he's used $150 and must finish by 15 June 1982. WMY made a motion to give $100. $RK entered$ Gill and WMY are afraid of setting a precedent by funding courses for professors. Given $100 pending receipt of application. -------------------- End Treasurer's Report: =Totals (month-to-date MULTICS): total: $6759 of which: $1100 disk $550 SIPB and SIPBADMIN Barmar is worried about next year's budget and the new fixed overhead charge on research. Wes is trying to make sure that this will not affect the SIPB. WMY explained this to us. DCP suggested that our budget proposal be qualified to say that our proposal is for the case that we will not be charged. Chairman's Report: =WER has requested the same amount for next year's computer budget. Office Report: : The office will be waxed tonight. : The SpinWronger is back. It's back in auto print mode. : Gill has not yet received his office key. : RDZ says that the PERSON-ID binder is out of date. : WMY thinks that we're losing by having letter ranges in the User Message Bin which has replaced the blackboard as message area. DCP suggested a UMB protocol. WMY removed the labels during this. : Jay says to file the weekly statuses in the right binder. : ZRM says not to hide his copies of National Review. : We have to get new signature cards. : Barmar eliminated the appropriate people from the 370 OK-to-run-list : WMY is upset that people have left stuff from his drawer all over the office. Warning: It will be booby-trapped and you may find yourself in an alley. : DCP thinks that we should have a list of policies like what the current auto limit. The Office Manual is not updated fast enough. Why do we think that we will update this list more often than the Office Manual? The Secretary has been railroaded into updating the OM. Computer Services: : Who should have JJ's password? Jay believes that it should be officers, RK, and GMP. But some Co-op applications were not processed and one of the applicants was visibly upset. DCP believes that we should continue the present policy. WMY says the envelope should only be used for emergencies. Telecommunications Report: =Five fraternities have 300 baud modems that we could replace. We have $4600 extra in our capital budget which must be spent by 1 June. CBF says that we should not order a spare CPU and memory for a terminal concentrator (PDP-11/23 with 32K memory) that is not yet here. Instead, we should get 1200 baud modems that can be delivered by 1 June, since we are charged upon delivery. ZRM suggests that we could use the terminal concentrator as a justification for a capital budget next year. Jay believes that we may not get a capital budget because of the Institute's current financial state. CBF believes that we should ask for a modest $10 000 capital budget for next year. Barmar moved that we ask for $10 000. CBF recommends that our remaining $4600 from this year be used for: 5 BELL-212's, a few extra Z-19 keyboards, and a desktop plotter ($1550 from HP) for the office for a total of $4200 plus $40/each for cables. Also cages for the modems. Jay gave a status of the checking account after WER suggested that we could sell the AJ's and get more money. RDZ, Gill, and CBF are worried about the reliablity of the terminal concentrator. RDZ wants to know how many plots we get per week. CBF believes if we get a plotter, it will encourage more people to use it. Gill thinks we don't need a fast turn-around plotter because of our increased text-editing usage. He still thinks that we should use the money to get the terminal concentrator going. CBF says that maybe we could depend on the Networking Group's spares. DCP says that we are getting a PDP-11/23 as a gift from DEC. It would arrive in July, according to Erik Ostrom. CBF says that there are also physical problems such as a place to put the machine and also an unreliable CHAOSnet connection to MULTICS. The Terminal Concentrator would function as a CHAOS-TIP. Naha wanted more details about the plotter. Gill believes that we could get the hardware and software up and running once we got the Concentrator because of interest. Gill moved to spend the money to get the 3 spare boards. Seconded. BCN reversed the motion to read: first get the 5 BELL-212's, the remainder for the spare boards. Passed. ZRM thinks that getting spares is a safe option. J9 suggested that we buy krugerrands. We will discuss it after the meeting. :Barmar moved that we get spare Z-19 keyboards. Passed. Publications Report: : We only have 25 copies of the NETS left. We decided to get 50 more. : Last week we got the yellow cards advertising our services.
