Minutes of the SIPB Meeting
		of 1 January 1983

	The meeting was called to order at 19:32 by barmar.
	
In attendance were 
	Voting members: Barmar, CBF, Gill, PSR, Steve, ZRM
	And: JWD3, NJD, LSP, OTA, RK, Naha, GMP, JSL

	The minutes of the meeting of 27 December 1982 were read,
	since there weren't very many people at the last meeting.

		TREASURER'S REPORT

MTD: 459.96 (SIPB/SIPBADMIN 57.23)
     Disk 351.93 (This is high, when should we do a cleanup?)

YTD (Multics): 54,576.01 (last year 43,690; year before 55,903) !!!

December bills aren't in yet.  JR will have graphics and December spending for
next week.

Phone bills should appear in the next week or two.

The Coop project needs more money.  JR will take care of this tomorrow.

		CHAIRMAN'S REPORT

We recieved a copy of a letter from Wes Burner to the provost strongly
supporting our request for an additional $35,000 this year.  There has
been no other word concerning our request.

Barmar asked about Hulsziser's idea for the online phone book.
PSR thinks he might be interested and we should think about it some
more.

		OFFICE REPORT

RK wants some policy re the combination of the office tool kit.  Some
flaming discussion as to how tools seem to walk off no matter what.  RK
wants to restrict combination to a small number of people.  Someone
else suggests only one person should know it.  CBF proposes that we
enact rules stating that individual tools should never leave the tool
kit, only the entire kit should leave.  Naha tries to amend to except
the meter.  WMY moves this as a motion, passes.  CBF also proposes that
any member who wishes to know the combination should be told.  Gill
makes this a motion, and that the combination should be kept in the
strong box.  Passes.  RK raises the question of who has the
right to change the combination.  CBF says "whoever believes the
security of the combination has been compromised".  No motion is made.

		COMPUTER SERVICES

JIS and Barmar last week entered into the Multics inquire database the
full name information of all Multics users registered with a default
project of Student*.

TCP is up and running a lot of computers.  NCP is running on about 18
machines.  ITS TCP is up.  SMTP outgoing came up this morning.

		TELECOMMUNICATIONS REPORT

We got 6 VT100 AVO options, and a dozen LA120 ribbons.  GMP installed
two of the AVO options during the meeting.

Gill reported that CCC has some 11/23 equipment in case we need any
spares.  It is once more said that someone should align the microwave. 

		TERMINAL REPORT

New House modem is reported on the blink.  Someone should inspect.

		PUBLICATIONS REPORT

We didn't really have billyons and billyons of lisp notes last week,
they were only picked up at Beane this morning.  Then 201 of them were
sold at the Lisp course this afternoon.

		IAP REPORT

IAP has begun.  Barmar left the IAP a note saying the programming
contest was cancelled.  There's only been one report of interest.

The Lisp course had its first meeting.  Alan lectured about
abstractions, using a six pack of Mountain Dew, 6 quarters and 6 Lisp
notes.  Attendence was about 215.

Alan has no time to teach the advanced Lisp course.  JIS volunteered to
take over the first two lectures.  ACW offered to teach one class.
Bernie might also be available when he starts getting his hands back.

WMY is preparing tomorrow's Multics course material.  He will start out
simply.  Tomorrow will explain the organization of the course tomorrow,
which is a series of separate topical lectures.  The course is
3:00-4:30.

PAE is responsible for the last minute Lisp course posters.

		OTHER

CBF brings up the issue of auto limit.  He thinks we might get a lot of
people over the auto limit coming in for IAP funding.  Gill moves to
raise the auto limit to $150.  Members should remember the old rules
about no more than $100 autoed in a single application and the
recommended amount of $50 for the first application.  Passes.

Barry found a to meeting application hiding on the blackboard:

Benjamin K. Miller, Lt. USN.  Wants to famiarize himself with Fortran
and Basic, on JCF.  CBF moves to approve for $50 at discretion of
office coolie who should explain to him about the lack of limit stop
accounting on the JCF.

		OTHER OTHER

WMY: Quadrantid meteor shower is tonight, there will be an expedition.

Gill says Prestone II actually plugs holes.

PAE got a windscreen for his bicycle.  It really works!

JWD3 has quit NCSS.

There were various New Years activities.  There was an end-of-the world
party celebrating the destruction of the Arpanet in the office.  There
was a real party at LSP's in NY.

Time magazine is making a fool of itself this week calling machines
people, and butchering the splitp story.
