RT is used sort of between task tracking, and bug tracking. 
I think the owner of a ticket is meaningless.

everyone should be able to view tickets, and create tickets.
maybe even view comments, not sure.

yak-shavers should be able to own tickets, comment, and corrospond.

no autoreply, but the usual forwarding of corrospondance.
