                       ____________ __ ___ _____ ______ _____                       CONSTITUTION OF THE ORION COMBAT FLEET


          I. STATEMENT OF ORGANIZATIONAL PURPOSE

          The  Orion  Combat  Fleet  (hereinafter  referred to as the OCF)

          exists as the backbone of  the  protectors  of  Orion  honor  on

          Xtrek.    In the manner of combat groups which formed on 0empire

          (the original Xtrek precursor on the PLATO system) and on COMBAT

          (a  text-oriented  space  combat  program  on the MECC system in

          Minnesota), the purpose of the OCF is primarily that of bragging

          rights.    Members  of the OCF may be confident in the fact that

                                           ____          they belong to the first and the best combat group on Xtrek.

          II.  MEMBERSHIP

          Membership in the OCF is by application  and  acclamation.    To

          apply  for membership, a candidate shall send email to either of

          the Rear Admirals Lower Half (mailing  list  ocf-admirals@grape-

          nehi.lcs.mit.edu).   The candidate will then be put to a vote of

          the current membership.  If either Admiral or any three  of  the

          current  members  vote  against  the  member, he shall be denied

          admission into the OCF.  Otherwise, he shall be inducted  as  an

          Ensign.    A  list of the current membership of the OCF shall be

          maintained by the Admirals and made known to everyone who asks.

          III.  RANK STRUCTURE

          New members shall be inducted into the group as  Ensigns.    The

          ranks  and  abbreviations  are  as  follows (for the purposes of

          demonstration, we use a player who wishes to use the name Fred):

          Promotion shall be on the basis of review  by  the  Admirals  or

          performance in duels.

          At any time the Admirals may, upon agreement, promote any member

          "below the zone" to the next rank.  Precedents shall be  set  as

          to  how  often this may happen.  It is recommended that a member

          not be promoted "below the zone" more than  once  in  any  three

          month period.

          Promotion may also be achieved through duel results.  A duel may

          be either done on  the  spur  of  the  moment  or  scheduled  by

          request.   The duel must either be observed by a ranking officer

          (for any duel involving  potential  promotion  to  Commander  or

          Captain) or its results may be simply forwarded to the Admirals.

          It is recommended that a member must retain a  particular  grade

          for a minimum of one month before progression to the next.

          The guidelines for promotion are as follows:

          The  two  numbers appearing in the table represent the number of

          victories the promotion  candidate  must  score  and  the  total

          number  of deaths in the duel, i.e. for an Ensign to be promoted

          to Lieutenant he may challenge and defeat a  Lieutenant  best  3

          out  of  5.  "Double Kills" are treated as in epee fencing, that

          is as a point for each.    For  example,  if  (in  a  Lieutenant

          candidate  duel  as above) the current score is 2-2 and a double

          kill is scored, the final score is 3-3 and the candidate is  not

          promoted.

          After  an  unsuccessful  attempt  at promotion, a candidate must

          wait two weeks for his next attempt.

          The rank of Rear Admiral Lower Half is an  elected  rank.    The

          founders  of  the  organization  (Steve  Balzac  and  J. Michael

          Hammond) shall be the original holders of the rank.    Upon  the

          resignation of either Admiral, an election shall be held to fill

          the position.  All  members  holding  the  rank  of  Captain  or

          Commander  may  choose  to  run,  and  the  ballot shall be done

          preferentially.  Other details of the election shall be left  to

          the discretion of the remaining Admiral.

          IV.  BENEDICTION

          Above  all else, the purpose of the OCF is to give Xtrek players

          something fun to do.  Remember, OCF was first, and shall  always

          be best.
