Friends - Please do not do this.  This is another urban legend type of
problem.  NSF is only shifting the money it has been providing Merit et al for
the backbone to the regionals so that they can purchase the necessary services
on the open market.  There is no proposal to restrict things in any way from
the way they have been -- if anything it will be less restrictive, relying
more on the rules of the regionals rather than a common acceptable use policy
for the backbone.

If you do not talk to the folks at NSF, please do not spread these rumors
