This is for less broken versions of programs for the decmips (for example a
version of shutdown that runs zshutdown_notify, and programs that syslog
correctly) 

I did however consider the names project.dec-fixed and project.dec-less-broken
but decided on dec-bsd since all we are really doing is recompiling the BSD
code for decs for the most part.
