Minutes of the SIPB Meeting of 14 April 2010


The meeting was called to order at 19:07:37 by jhamrick.

seph: I move that it is the sense of Board to implement tonight a
	set of mailing lists: sipb-interested and sipb-prospectives, both
	on sipb-office, with new people to be added to -intersted, and
	the transitions between the two to be made at the discretion of
	the members.

There are four states:
    o The unwashed masses
    o Interested
    o Prospective Members
    o Members
There are transitions between states.  There are labels on these
transitions; many of these labels are marked with question marks that
indicate that the actual criteria for transition are to be determined;
these are *possibilities* for what those transitions might be, and are
not at all final.  Some transitions have multiple question-marked
possibilities; it is possible that any one of (some subset of them) is
sufficient to make that transition, or that one particular one will be
selected as necessary and sufficient.  Again, these are proposals and
ideas, not a finished proposal.  As such, the diagram is necessarily
vague.
