The newsgroup news.answers is a moderated newsgroup, so general
questions should not be posted to it.  However, since I am also a
maintainer of the FAQ mail-server at MIT, I can answer your question.
To receive a list of publically accessible mailing lists, send an email
message to mail-server@rtfm.mit.edu with the command

send usenet/news.answers/mail/mailing-lists/*

on a line by itself in the body of the message.  Note that there are 23
files in this directory, so you should be prepared to receive alot of
email.  If you would only like one of these files, part01 for instance,
send an email message to mail-server@rtfm.mit.edu with the command

send usenet/news.answers/mail/mailing-lists/part01

on a line by itself in the body of the message.  For general information
