The newsgroups news.answers is not a place to ask questions (see
documentation below).  However, since I am also a maintainer of the
mail-server on rtfm, I can tell you an easy way to get information about
starting a newsgroup.  Send an email message to mail-server@rtfm.mit.edu
with the command

send usenet/news.answers/usenet/creating-newsgroups/part1

on a line by itself in the body of the message.  You will be sent a
document that contains the information you want to know.
